Hi Subodh,
Solar panels work all the time, the capacity is definitely dependent on radiation factors like DNI (Please see our solar DNI calculator for city near you) and also number of hours of sun in a day. So, rains/ clouds do decrease output.
I believe north-east has challenges like north India which are more because of low availability of barren land. Land is a precious commodity and is important for making solar project viable. Sunlight radiation in these parts maybe actuall better but getting flat land would be difficult in North East India.
What are your thoughts on this?
